Adding data selection module

Moving and debugging functions from VBA to select:

• "last Familiar" and "second Novel" from experiment table
• to get cell specimen ids from experiments that have all 3 experience levels

Selection criteria based on behavior or other factors can be added to this module.

@jkim0731 Thanks. One clarification is what is group.expt_table? Is it in BOA?

To do on this branch:

• change exit loading to not use cache
• use bisect_layer function for area_layer

• Add "== False" to config file so that flake8 doesnt ask you to change it to "is False"
