create templates for qc system mongodb collections

Create templates (with all fields, data types etc.) for the following qc system mongodb collections:

• [x] metric_data
• [x] module_groups
• [x] project_details
• [x] qc_tag_actions
• [x] qc_tags
• [x] report_modules
• [x] report_templates

these have all been created and are now in the collections_templates collection
