get well known file names for ophys cell segmentation runs does not always work

Describe the bug Querying limsdb for the file location of the maximum intensity projection image using the fx get_max_intensity_projection_filepath from from_lims.py of brain_observatory_qc yields nothing. The max intensity projection can be obtained if the experiment id is used instead of the segmentation id.

This was failing for experiment id 1286257737

Expected behavior I would expect the latest segmentation id to yield the correct file
