adding vba data_access utilities for timestamps calculation #309

For those that allensdk does not work (e.g., no behavior, pilot data, ...)

@jkim0731 I thought that our goal was to retire VBA repo? Adding vba_utils would make vba repo a requirement for installation of BOqc. Maybe we should consider moving those functions to brain_observatory_utilities?

@yavorska-iryna I was considering this as a temporary patch for now, before migrating to CodeOcean. Maybe a better approach will be reading sync file and getting individual timestamps of specifically recorded signals, but it will require more time - Will it be better to move this to brain_observatory_utilities?
