Dev-QC: Module state only updates on last status update #324

Section summaries that contain a fail controlled language tag should not be able to Pass if the Pass session checkbox is marched. Instead that box should be grayed out or a message dialog should pop up to let the user know that they cannot pass a session with a failure assigned to it

Module status now refreshes taking into account all active qc_tags in that module. If there is a Pass present, it will pass. Otherwise, if there is a failure, it will fail. Otherwise if there is a flag, it will flag. Otherwise it will be marked as incomplete.
