Dev-QC: Add information flag to the controlled language tag

Mouse-seeks controlled language tags contain information icons with more information describing the controlled language tags. This needs to be added to the controlled language tag on the report module. We discussed adding FLAG, FAIL or Pass to the information bubble only to advise the user the state change (or lack there of) that would happen as a result of selecting that tag

Note: Currently users can hover over the text of the controlled language tags to view a description of the metric. Not sure if users are aware of this feature - still intend to add an information icon

I believe we discussed this in some meetings and we decided not to do this because the qc outcome shouldn't influence which tag is selected.
