Pull valid QC logs from Dev DB #389

Dev db 'qc-sys-db-dev:27018' frozen with valid logs. qc-sys-db-dev:27015 being used for active dev, records and qc_metadata databases are regularly synced with prod.

Will impact querying DB flags, impacts mouse closing process.

Workaround to export dev data to excel

Completed. Production is up-to-date with all QC submissions
