datacube should auto-generate new data on each restart if there are new data exist #104

I have a build#222 for a while, restart the same build didn't auto-generate new data, have to clean up existing data and re-deploy the same build, in general, we should auto-generate new data if there are new data exist.

We want auto-generation disabled in production, so #110 will help with this.
