consider update allensdk version to 0.14.5 #95

we have set requirements for allensdk to "allensdk==0.14.4". Since latest 0.14.5 published for June data release, nice to update to latest version. Thanks.

This should no longer come up now that allensdk has been moved out of the pinned production requirements to here https://github.com/AllenInstitute/datacube/blob/e24cff9a623a4cef051dbec85ceb6a56902012d4/scripts/requirements.txt#L7
