Move ecephys align timestamps #16

This PR is meant to encapsulate commits related to migrating ecephys align_timestamps functionality from AllenSDK to ecephys_etl_pipelines.

This PR should be reviewed BEFORE #17, but should be merged AFTER it.

IMPORTANT: Tests are NOT expected to pass

The focus for reviewing this PR should be on:

If there are any functions/files that should or should not be moved from AllenSDK
If there are concerns about where AllenSDK files are being moved to in the ecephys_etl repo
