Add '%cd ../docs/chapter' to env setup after *try*, as well as *except* #425

On any notebooks that open files, environment wont navigate to the right directory unless we add this, so we get 'file not found'

Dandi was not working well slowing this down. Carter will try again today.

DandiHub does not work on Jul 21. @rcpeene made an issue.
