Incorporate lims module into ophys_etl_repo #114

simple_lims is a library that enables a database connection to LIMS inside Python code.

As a first step toward creating the mono-ish repo described here , we will incorporate the simple_lims library into the ophys_etl_pipelines repo

Tasks:

[ ] Move simple_lims repo into ophys_etl repo in a namespace package
[ ] Create separate workflow for CircleCI to run library specific tests
[ ] Implement poetry for dependency management
[ ] Bonus: Have some idea how to deploy to Pypi

Validation criteria:

[ ] ophys_etl repo has simple_lims
[ ] passes CI

I don't know that we need this. It may come for free if we absorb ophys_nway into this repo. we experimented with poetry and decided against it.
