Refine PCA feature segmentation #254

PCA features were established to work with the FeatureVectorSegmenter (FVS) in https://github.com/AllenInstitute/ophys_etl_pipelines/pull/252

Remaining tasks:

[ ] determine why FVS did not grow ROIs (all ROIs were single pixels, though the collection of ROIs looked nice)
[ ] parametrize n_components and perhaps scale
[ ] implement the transpose feature space as an option. (or as a concatentation?)

Validation:

[ ] FVS can grow ROIs beyone 1-2 pixels.
[ ] more parameters passed through CLI
