Psb-37 add roi classifier to workflow

• add roi classifier training DAG
• add inference step to ophys_processing DAG
• parameterize channels for roi classifier

Notes

• I am unable to squash commit history. I am repeatedly asked to resolve conflicts up the chain. (if needed I can create a new branch and try to clean up the commit history).
• I am disabling coverage checks due to an inscrutable error: "no source for code config-3.py"

Other

• pins skimage due to inscrutable error writing to /root
• installs opencv in docker image due to inscrutable error finding libgl1.so
