The sweep qc tool needs to be able to load datasets from lims and post the results back. We should support:

storing user-provided config / creds (ideally only once)
downloading and temporarily storing NWB files, stimulus ontology files, and qc criteria files (some of these may need lims work)
checking ipfx versions vs. lims (will almost certainly need lims work)
posting results back to lims (might need lims work for a route)

Some considerations:

what if two people qc the same experiment simultaneously?
does lims know how to kick off the rest of the pipeline?
what if a user repeatedly clicks the "post to lims" button?
how can we make this functionality portable for labs that use non-(our LIMS) databases?
