Add nav bar template #96

User story

As a user, I want a consistent navigation, so I can navigate through the links easier.

Acceptance criteria

[ ] Given a user clicks on the JobStatus page or the home page, then the navigation bar will be consistent
[ ] Given an html file is rendered, it will use a template to create the navigation bar.
