resolves #42
Adds keyword argument 'nan_policy' which takes either error, exclude, or interpolate
- error raises an Exception if any NaNs are within the time window around an event
- exclude returns an event_triggered_response with NaN values for any any event with a NaN in the time window
- interpolate interpolates over the input window before computing the event_triggered_response.
Adds a unit test to check these cases
Adds nan_policy to the doc string
