Add TARS client class #164

User story

As a user, I want to connect to TARS, so I can retrieve information from there

Acceptance criteria

[x] Given a user has an endpoint and credentials, then there is a client class that the user can use to connect to TARS.
[x] Given a user has a prep lot number and has created a client, when they submit a request, then they will receive a json response from TARS.
