Add endpoint to server to fetch instrument.json metadata #176

User story

As a user, I want to retrieve instrument metadata from aind-metadata-service, so I can attach the metadata to my data assets

Acceptance criteria

[x] Given instrument info response from SLIMS, map that info to instrument.json
[x] Given a user submits a request to aind-metadata-service/instrument/{id}, then that instrument information will be retrieved.

Name of the instrument should be used for the id
