Add endpoint to server to fetch rig metadata #177

User story

As a user, I want to retrieve rig metadata from aind-metadata-service, so I can attach the metadata to my data assets

Acceptance criteria

[ ] Given rig info from SLIMS, map it to rig.json
[ ] Given a user submits a request to aind-metadata-service/rig/{id}, then that instrument information will be retrieved.

The name of the rig should be used for the id
