Generalize FIP power levels #437

This is a long term update request from @hagikent @ZhixiaoSu

We would like the ability to programmatically set the output power levels in the three FIP channels from the GUI.
Each rig needs to have a calibration file that measures the input power to output power.
Then the GUI will use the calibration file to determine required input power level.
The GUI will pass the instructions as a string to Teensy, like C_1000_900_800 for the input power levels for the three channels

At the level of GUI, RAs will enter e.g. 470nm: 20 uW, 415nm: 15 uW, 560nm: 30 uW Then we should keep those 20/15/30 values in the patch_cord_output_power of fiber_connectons in session.json
