Finishing implementation of rig.json generation

- HasOpto, 0 is no opto, 1 is opto
- FipRedCMOSSerialNumber, must be present for FIP sessions
- FipGreenCMOSSerialNumber, must be present for FIP sessions
- FipObjectiveSerialNumber, must be present for FIP sessions
