Resize GUI windows to fit on half screen #474

The water calibration dialog window is too wide to fit in the monitors on 446. It either needs to be resized, or configured to allow scrolling when its smaller (I dont know how @hanhou did this)

I was using the Scroll Area of Qt.

I also used the Layouts to make the GUI resizable.

If you plan on doing optogenetics in 446, please resize the laser calibration and optogenetics panels to fit on a half screen.
I think its a good idea even if you aren't going to do optogenetics in 447.

This seems to be a low priority. I can make changes when we need to monitor two windows. 1) Optogenetics is not monitored all the time, it is usually only open when the GUI starts, and we do not need to monitor two windows at the same time. 2) There is only one opto setup each computer.
