User story

As a user, I want to run DeepLabCut in the cloud.

Acceptance criteria

[x] Get AWS credentials for the test environment.
[x] Work with DevOps engineer to define a policy and user group.
[x] Install Rclone in Windows
[x] Let Rclone mount test bucket on startup
[x] prototype proof of concept (POC) deploying DeepLabCut to AWS AppStream.
