As the new template provided by SMO, set the work packages to the initiative level for General Information (Summary Table).

[x] Update entity to fulfill requirement
[x] Update entity relations to fulfill requirement.
[x] Update PATCH for Replication.
[x] Update GET / PATCH for Budget.
[x] Update GET / PATCH for Geographic Scope.
[x] Create unit testing for section.
[x] Create API documentation.
[x] Create funtional documentation.
[x] Create technical documentation.

Move to Closed when: API endpoint is tested, the documentation is completed, and is a development environment
