Fix Dockerifle build that helm dependency update cannot find alluxio-monitor dir.

oh this is bcos we add a new alluxio-monitor module?

@lucyge2022 Yes. It's a dependency of alluxio cluster just like etcd. We point the chart to a local path but didn't put it inside.
