When we want to change the AlmaLinux version of images, only these Packer input values need to be set:

Add tests/test-values.pkrvars.hcl for Packer validation:
packer validate -var-file tests/test-values.pkrvars.hcl .
Generic Cloud (AArch64 & ppc64le): Set boot partition size to 512 MiB to fix the kickstart minimum /boot size warning
