First draft.

TODO:

[x] Finish templating element-web config with proper variables. Perhaps store in pure yaml (group/host vars) and convert to json.
[x] Include defaults for setting up a minimal environment
[x] Add permanent dev/testing host
[x] Configure firewalld/open ports (8448 not open, but do we still need that?)
[x] Ensure compatibility with fedora (if feasible) and EL 8/9

Merging #23 should fix CI/lint here.
