Vjc drop ontoproc #1

I added a local version of getOnto and provided the various imports needed to get the package to pass check. This package no longer relates to ontoProc. When we get it building again you can consider removing the local function. All it does is deal with AnnotationHub to get the serialized obo.

This warning seems unrelated:
