In vanilla, if you dig iron ore with wooden pickaxe, you harvest nothing. However, there is no such limit for almura blocks; players can harvest salt and marble with bare hand.
Resolution:
Instead of using destroy actions, add a drop and harvest level/tool class to the definition of blocks.
