Help page should show this:

The web-based workbench is intended for distributed information management
specialists like terminology experts, AGROVOC editors and ontology experts
to provide the means to maintain the CS. It shall facilitate the editing of
concepts, terms and relationships, terminology and translation work as well
as the organization of the workflow and communication amongst the editors.

The AGROVOC CS Workbench provides a web-based integrated environment for the
development and management of agricultural concepts.  The workbench allows 
multiple
distributed users to accomplish a range of tasks covering every stage of 
terminology
development (for example, create a corpus and using it, create concepts, edit
existing concepts or terms, etc.), and it allows for language-specific
conceptualizations of the domain .  It also contains a set of administrative 
modules
to manage the users, access rights and the data validation workflow (proposal,
revision, validation, publishing and deprecation).

The system give also the possibility of exporting the data of the CS into other 
forms
(e.g. the traditional thesaurus AGROVOC, classification schemes, lists of terms,
sub-domain ontologies, etc.) and formats (e.g. the Simple Knowledge Organization
System (SKOS), RDBMS databases, TagText, etc.).

The modular architecture of the workbench facilitates the subsequent 
incorporation of
additional functionalities.  

The AGROVOC CS Workbench will as such serve as a tool to facilitate the 
transition of
the current AGROVOC thesaurus into a semantically richer Knowledge Organization
System within a distributed environment.
