Regarding moving, linking and unlinking concepts in VB 1.1

What steps will reproduce the problem?
1. In the current version there is no validation for moving, linking and 
unlinking concepts which is not user friendly.

2. Even though this function is limited to publishers and administrators I 
recommend to disable these three functions in VB 1.1 because there is a 
possibility to do the mistake by publishers. If any step goes wrong there is no 
provision  to retrieve the original status.  
3. I also noticed that while moving concepts there is no provision to move 
parent concept with its child.

What is the expected output? What do you see instead?
Disable these three functions in VB 1.1
