managaement of languages: as editing rights, and as language for display

Note the difference between:
1) having the rights to edit one language
2) having the rights to display one language

One could be allowed to edit Chinese only, but within a working environment of 
Chinese and English -- a translation activity, that is. 

Then, in Preferences we now have a box "User language" (and Pending language 
requests) which actually refers to point 1 above. 

PLease restore the Preference box about the language to display -- in previous 
version was called "language of the data". 

For clarity the following labels could be used:

1) languages for editing
2) language for content display

Is that clear enough? Please comment.

Version 1.2 onwards, as it supports permission to edit based on language;

1) langauges for editing
- Language management from the "preference" module is solely used for "language 
for editing"

2) language for content display
- The "content language" link will update only the language for content display.
- It will not make any changes in the language list in "preference module" used 
for editing.
- In every login, content display language list will be populated from  the 
list of "languages for editing" 
- All the updates in the language for content display will be valid for current 
session only.
