adding new rel to concept when En is no language of the data

If you are in ZH only view (ie no English labels) and you want to create a new 
relation, you cannot select the relationship. Check also if you can select a 
concept if it doesnt have an en label.

-> add labels in other languges
-> change the handling of relations to cope with lack of labels

For relationship, English labels will be shown by default even if we don't 
select English in the content language filter.
