Validation - notification

Rejection of changes that make the element go to published status does not 
produce email message. 

Revise completely the notification mechanism: about what, to whom.

Currently, email is sent only when we reject the newly proposed concepts/terms.

Email should be generated for any validation actions. In future we could make 
the verbosity configurable per user account.
