Validation - notes for rejection

When you reject action proposed deprecated, the box to write a comment does not 
activate. 

-> revise completely noting mechanism: about what, when, for whom.

What steps will reproduce the problem?

Currently the comment box is activated only when we reject newly proposed 
concepts/terms.
