Recent changes - distinguishing validation by validator and by publishers

Recent changes: it shows validation accepted for both the validation and 
publishing steps

Recent changes should show validation for the validation action and published 
for the publish action.

For actions carried out by validators there will be the information 
“validation-accepted-concept-delete”, and for actions done by publishers 
“validation-accepted-published-concept-delete”

I checked, and it works. 

But my concern is: How does a publisher know that an action needs to be 
published when the validation was done by a validator? For example, I validated 
the creation of an image for the concept 'maize'. So, how do we know that the 
image still needs to be published? We have to think about a workflow!

Once validators validates any action, it's status will be changed to validated 
and will still appear in validation module until it is published by publisher.
