button create concept

If concept creation fails, create button remains grayed out. Must close and 
reopen

I am not able to reproduce this issue! I never had the case that the concept 
creation failed!

This issue was reported by Yves during the biotech training. I believe it is no 
longer applicable because a Cancel button is always available... Yves, can you 
check?

looking back i don't know how concept creation failed either. i think we can 
consider it verified.
