Newly created properties not showing up in relationship browser #551

What steps will reproduce the problem?
1. From a concept, add a relationship to another concept
2. Go to relationships and create a new property
3. go back to concepts and try to use that new property to create a new 
relationship between concepts. The new property will not show up in the 
relationship browser probably because it is cached.

Yes. the relationship browser is cached for better performance as the new 
relationships are not added so frequently.

Solution:

1. Only refresh the browser of that user, when he/she adds new relationships.
2. Provide refresh button to reload.
3. Keep it as it is. Requires religion to refresh the relationship browser.

From minutes of the VocBench v1.3 Skype meeting, held on 24 August 2011,
Solution 2 was agreed: A refresh button to reload changes in the relationship 
browser will be installed.
