Adding terms in Telugu language

What steps will reproduce the problem?
1. I tried to add telugu term for 'genetics' in the below version
http://202.73.13.50:55123/vocbenchdevv1.3i/ 

2. I followed the below steps
I slctd concept genetics, then selected add new term 
then I addeed unicode telugu term in the pop box, then in the language option 
there is select option, here when I click the drop down box only English 
language is availabl. There are no other languages (Plase find the screenshot 
attached)
3.

What is the expected output? What do you see instead?
It should show the languages available

I was under impression that my prefrences will be carried in the current 
version(1.3) also. Now I added telugu in preferences, and telugu language is 
visible in the drop down box. 

Please ignore this issue.
