Concepts module: Show also non-preferred terms

What steps will reproduce the problem?
1. In VocBench v1.3 the functionality ‘Show also non-preferred terms’ in 
the Concepts module is not working properly. 

2. When you have deselected this option in “Preferences”, and select it in 
the Concepts module, non-preferred terms are not shown in the hierarchy part (I 
have also reloaded the concepts!). 
In case this option is selected in “Preferences”, and I deselect it in the 
Concepts module, they are still visible (after reloading).

3. It is working fine in v1.1!

What is the expected output? What do you see instead?
