Problem with new user registration in Sandbox

What steps will reproduce the problem?
1. go to http://202.73.13.50:55481/vocbenchv1.3i/
2. and go to "create an account" and fill the form
3.

What is the expected output? What do you see instead?

Cascade menu for country is empty, same happens with "groups", "languages" and 
"ontology" boxes. 

What version of the product are you using? On what operating system?
