Add support for Skill Cards #9

Skill Cards, from TCG Speed Duels, are not in YGOPro Percy, but there is demand for Bastion to be able to display them. Hence, I've made up values for card properties for Speed Duels and created a database of my own, so that they can be displayed.

Leaving this up for a bit since I won't be able to integrate it into Bastion anyway, I'll probably merge it and edit Bastion tomorrow.
