RO_Basic_Patch is not available anymore via 'extras' #10

The basic RO/RP-1 tech tree patch is not available anymore.

Additional information: the basic patch for RO has been integrated in RO itself. But the RP-1 config is not available via RP-1. So either that needs still be available via MLP or needs an integration in RP-1

RP-1 Compat was added in this patch of RP-0.
