public_comments.py file missing from the templatetags subdirectory #7

What steps will reproduce the problem?
1. Go to template_utils/templatetags
2.
3.

What is the expected output? What do you see instead?
I am expecting to see the file public_comments.py, but instead, I do not
see that file.

What version of the product are you using? On what operating system?

Yes, it's been removed from the SVN version because it's moved into 
comment_utils. It's still present in the 
downloadable package, but will be removed from the next released version of 
template_utils.
