Include utils.py #9

I think you forgot to add the file utils.py to the project. If not it should be 
documented where to 
find it.

In my case I'm trying to load the comparison template tags but I get the error 
no module named 
utils. And the module obviously isnt there. In the commit history I can see 
"moved ... to utils.py" 
however there is no utils.py file to be found.

Actually, that file went away; it existed to provide a variable-resolution 
mechanism that's no longer used. I've 
removed the import and issued a new minor release.
