Add Contribution Guidelines #54

This includes the coding guidelines cited in the opening post of #11, and some additional notes on development practices and IDE setup.

I'm resolving the conflict and doing a rebase now, so that you can merge it anytime you like in one click.

The contribution guidelines look good! Just one more thing: there's still utils_Shader to be renamed to utils_CommunityToolboxShader, and we're good to go!
