dragbar not scrolling all the way to top/all the way to bottom.

Having an issue with a site i've developed in that the dragbar doesn't
scroll all the way to the top or bottom of the pane.

This issue is the same accross all tested browsers (firefox/chrome/IE
7/safari).

the scrollpane can be seen at the following link

Any insight would be great, have tweaked it for hours on end with no success.
