Custom overlay and Lower third not working on Chrome OS

What steps will reproduce the problem?
1. Log into Chrome OS 

What is the expected output? What do you see instead?
I do not see anything. I can turn on Lower third and Custom overlay on my Mac 
and it works just fine. I've even created a saved preset from my Mac to try and 
use it under my Chromebook to no avail. 

What version of the product are you using? On what operating system?
In a hangout on Chrome OS, latest version.

Please provide any additional information below.

I am having the same issue with Firefox, hangouts or HOA.
These items worked 3 weeks ago but now do not regardless of what I try.
Lower third, custom overlay, and effects do not work. I have tried reinstalling 
the plugin and toolbox.

If I shrink the size of the hangout window, with myself having focus, switching 
lower third on will push the video upward. So, it is responding but not 
creating an overlay.

Windows 7 pro 64bit
Firefox 35.0.1
Google talk plugin 5.40.2.0
toolbox 2.0.1 as downloaded
script, ad, element blocking disabled

Additionally, if I turn camera off and back on video toggled from reserved to 
normal and back.
