Hangout Toolbox Audio does not work #162

What steps will reproduce the problem?
1. Load Hangout Toolbox
2. Try to balance the audio for different people
3. Try to mute them or mute the hangout itself

What is the expected output? What do you see instead?
I'm supposed to be able to control individual users volume. Instead, nothing 
happens.

What version of the product are you using? On what operating system?
The latest version. Windows 7, 64 bit.

Please provide any additional information below.
This has been happening for the last 2 weeks.
